Start at a safe value in BIOS like linked 3:2 and 512+88 so you will run at 1.8GHz and RAM at 900MHz, then overclock in software with OCtuner slowly to see where you can go. I can go to a FSB of 183MHz and a system running at 2.2 without problem (and ram is at 1100).
    HP Mini 311-1000CA - N270@2.2GHz linked 3:2 - 2GB RAM (OCZ3M10661G) - a/b/g/n wifi card (HP #518434-001) - HP Wireless Eco-comfort Mobile Mouse (FX287AA) with internal nano dongle - HP Notebook Speakers (NN109AA) - Targus Top Loading City Gear Case (TST034CA)
Download the latest version of your bios/driver/application for your HP Mini 311

    Thanks Magister.
I tried your settings but it still shows 1.6GHz in the system info.. should it say 1.8?
Can you point me to a place that gives step-by-step instructions..
Also noticed that it says installed memory 2GB (1.75 GB usable).. how do I fix that?

To view the speed, use CPU-Z for instance. For the missing 256K, it's used by the ION video card, it shares memory.

CPU-Z still shows 1.6Ghz in the Spec but I do see a jump in core speed. is that what I should expect?
Also, once I've tested on ASRock how should I convert the numbers into what goes into BIOS?
    thx for replying

You are at 2.3GHz, you are close to the limit, if you put those number directly in the BIOS, you may brick your mini, be careful with this.
However you seems to have a 1.20V Atom, they overclock more than the other (1.00V?).

For a 2.2GHz setup, put 512+221 in the BIOS and keep it linked at 3:2 so your ram will run at 1100, this is what I run.

Note that you can brick your mini!!! so you can start at 512+152 for a 2.0GHz setup (still linked at 3:2) and if it works well, increment to +170, then +190 then +210 etc. If the mini does not start you can remove your 2gb crucial, it helps, if it still not boot, you may have brick it. Do some research on the forum about brick.

Thanks Magister for super instructions.. I'll try this out. 2Ghz should be good enough for me... dont want to take risk for 0.2Ghz

my BIOS doesn't let me go above +99 in 3:2 mode
I do have F.16, do I need to change any other settings?

IIRC you have to use F5/F6 key to increment/decrement, it's written in the thread about the hacked BIOS
