Where can I buy this optional HD Video accelerator? preferably in Singapore or can mail to Singapore. Is it easy to install this? I heard it requires to remove so many screws, like 19 screws or something....

You can find them on eBay for about 25$ and they come from Hong Kong. It takes about a week to get to you. I believe for that price it's excellent.

It's quite easy to install, didn't take much. After the install you will just download the drivers and you should be good to go.
