When I boot my mini, the screen stays off, the LEDs all turn on, I can here the faint whir of the hard drive, but the cooling fan never turns on... What could be going on to cause all of this?

Things I've done so far:
Re-seated the ram,
Hard reset,
Opened the case to check ALL connections (everything is intact)

Im running out of ideas.
