It looks like you are trying to flash the BIOS with a wrong BIOS Version.

Go to the hp/compaq website and identify your mini with the Productnumber that you can find on the backside of your netbook. When done search for the latest BIOS Version (which should be F19) and flash

Even if you would fail there are methods to 'reanimate' the netbook with faulty flashed BIOS...but that's another Story

BIOS update is not available for win7 starter?

    too bad,
BIOS update is not available to Win 7 Starter...from this HP website,...

Locate and Install Updated BIOS, Drivers, and Software HP Mini 110-1050NR PC - HP Customer Care (United States - English)

    and
version of BIOS in this Mini 110 is F13.

the flash program is not bounded to the Operating System (Win7 in your case). You should be able to flash BIOS using the Windows XP or Vista version
    \\ Compaq Mini 110c-1110sg \\ Orig. BIOS Firmware F19 // Intel Atom N270@1.6GHz \\ 1GB System RAM // 30GB Solid State Drive SSD Vertex Plus (Firmware Version 3.55) \\ Windows 7 Ultimate //

I've seen the F19 but I got the mini 110c-1110sg, so I'm not sure if that version fits for mini.
In case that you see only F15 at the HP website then probably there is no newer version for your mini.
Don't try flashing any other version than the one that fits your netbook
