Battery software

I'm looking for a software, with which I could make my mini to start charging the battery only when it's under 50%.

I doubt you can do it with a software, it's the hardware that detect the voltage/amperage and charge the battery, it does not matter if your mini is off or running dos or windows or linux.
AFAIK, maybe I'm wrong, but I doubt it's a software thingy.

I've just learnt that ThinkPads have this function in their own power management software, but I didn't find any for HP
